Strengthening Bangladesh’s Institutional Capacity for a Smooth LDC Graduation: Priorities, Sequencing, and Strategies to Avoid the Middle-Income Trap

The Centre for Governance Studies (CGS) organized a high-level roundtable in Dhaka on 18 December 2025 focusing on Bangladesh’s priorities and strategies for a smooth transition following LDC graduation. The session opened with welcome remarks by Mr. Zillur Rahman, President of CGS, setting the context for the discussion. The roundtable was moderated by Mr. Parvez Karim Abbasi, Executive Director of CGS.

The discussion brought together development partners, diplomatic missions, economists, private sector representatives, and policy experts to examine how institutional capacity can be strengthened in the post-LDC period. Participants discussed aligning international cooperation with national strategies to safeguard competitiveness and long-term resilience. Key issues included reform sequencing, industrial upgrading, export diversification, and managing the loss of LDC-specific trade preferences. The roundtable underscored the importance of stronger institutional coordination and alignment between national priorities and external support. The session concluded with key insights and recommendations, including the preparation of a policy brief based on the discussion.
