Failed to understand the ground this policy paper aimed to brief (unless, policy papers don’t do that anymore). Whom am I going to brief with this policy paper? Dignitaries? Diplomats? National Government? UN? And how will show them that this article has sufficiently unpacked the complexity of geopolitical standing of Bangladesh?

Thank you for the comment. This policy paper did not follow, the conventional pattern of policy paper. It's rather tried to explore the evolution of technological development in Bangladesh, and presented geopolitical complexity in terms of technology sharing. The paper has also discussed the challenges of making a tech-based based nation, which can be shared with any respective authorities like Dignitaries, Diplomats and National Government. Lastly, I am not denying the limitations, as it's an emerging but under research area, which required field based research for more clarity.
